Eleven million immigrants are willing to pay part of the debt of the United States – By signing a binding contract with American conditions
A Framework to fix a broken system
How many "illegals" (a term of one side of the debate) or "undocumented" (the term preferred by the other side immigrants) are there in America? The Department of Homeland Security said about 10.8 million in 2009. So for the purposes of this contract and the draft article, we'll say, "the 11 million immigrants" (M11), and this key issue should be resolved with the people of America (CA) rather than any Democrat or Republican.
Is the 11M people to pay taxes? The answer is probably not clear, however, if the M11 legalize hope to make your dream come true in this country must stop these ridiculous protests in streets, away from the Americans more, and then speak directly to U.S. citizens before it's too late to find a solution. If the CA are fed up with the current broken system and the incompetence of the government, which must decide this issue and not the government. This sounds like utopia, but I could have found a way appease the majority in this country: a win-win solution.
The M11 are on a path (caught) to lose its battle with its main game: citizens Americans. The M11 must convince the CA that, although it may have violated the law by how they entered this country, have something important they need AC: They have the power to pay the U.S. debt.
However, the two main U.S. political parties are using the immigration issue to revitalize its bases prepare for the November elections this year because they need the votes for its own preservation and for their parties to stay in power. This is politics American, and this is better than single-party government, or multiple parts confusing everyone, without principles or philosophy. However, the issue of immigration, seriously nothing will be done this year. Let me tell you why.
About sixty percent (according to CNN) Americans seem to be against immigration reform with the public and ask the government to enforce our current laws, while thirty-three percent (according to CNN) favor and ask the government to fix a broken system. Why is that AC and not Congress to take immigration reform? Because it is unlikely that the current Congress shall make no law with a clear path to citizenship a few months before the elections only to be overthrown by the popular reaction against the reform. However, the issue is as important as waving bases to protest either for or against immigration reform.
I have heard for decades, again and again, the politicians say we need safety border. The government has in fact increased the budget and added more staff and more technology, but still the problem. On the other hand, I have heard politicians say over and over again that illegal immigrants are doing jobs that Americans will not do, and we need a common sense approach. It is energizing constituents to vote in every election by playing the same movie.
And politicians worst of the worst: the race card is played on both sides of the spectrum for that this question of a clash between Hispanic and non-Hispanics, although the M11 is not all Hispanics. It is probably true that there are people who hate Latino communities, but this is a very small minority, we can not assume that all 60% are racist. As we all know, most people in this country are not Native Americans, and are descendants of immigrants and now first, second, third or fourth generation Americans. And these U.S. citizens have created what most of us believe and feel: American exceptionalism and love for our country.
Over 60% of AC has concerns that are potential switches agreement. And these are the facts that are increasingly tired to make the system:
"Most 60% are concerned that new laws will give more rights collective government benefits (such as welfare, scholarships, financial aid, Social Security, Medicaid, etc), while we have the ever-worsening fiscal deficits in the USA. They also fear that new laws allowing illegal immigrants to compete with Americans for jobs with lower wages. Another major concern of some politicians and others is whether the M11 become American citizens and have a tendency to be liberal, this country will become a progressive country (which moves left) as well as Europe on the path to becoming a Greece.
"Municipalities across the U.S. struggle to balance their budgets with a largely of its residents (11M) contribute little or nothing to this country.
"People use our public schools while some 11M () or their parents almost do not contribute money from property taxes to our system. (A large amount of property taxes in the U.S. is for education.)
Provision avatar services to everyone living in this country, while the M11 contribute zero dollars to support the police department.
"People commit crimes and overloading the prison system in spite of violating the law by entering this country illegally. (Let me be clear that these people should not be here, and are not part of this proposed contract and are a small minority.)
Health-Individuals in the use of emergency services that contribute zero dollars to this service.
"Courts grant rights to people who contribute to zero dollars.
"Individuals use public places like parks, roads, and so contribute nothing to our system.
All of the above may not apply to all 11M and some are fully compatible with your taxes.
Most of the 33% of Americans support immigration reform have legitimate concerns about how 11M legalize or enforce the current law:
Most 33% want a path to citizenship, because he can not sustain indefinitely a subclass in the USA. These immigrants, like others before it, will evolve to become part of American culture.
"Many believe that the% 33 that even when we to change the responsibilities of our teens (16-24) to take over these jobs, we may have years or a decade to educate families Americans in these new roles with no guarantee of success.
"These are also families whose children are U.S. citizens and the application the strict laws will be a disaster for our system of services for children – not to mention the destruction of families.
"In conclusion, Most of the 33% of Americans think it is fair, it is unrealistic to deport or create deterrent actions against the M11 without disrupting the economy of this country.
Everyone can go on and to find ways to justify why we need immigration reform and why we should not have it. For that reason, let me tell you solution that involves a contract between the CA and the M11.
My aim is also to propose a solution to our deficit in social security, Medicare, government spending, etc, I will not discuss whether the government should continue to charge Americans with more debt or providing more services to those who have been disadvantaged or abused. I am proposing that the government approve their legalization and allow Americans to decide directly on the path to citizenship 11M.
These 11M were never consulted or investigated, but I think if the consultations, may sign the contract for U.S. citizens to decide in a referendum on of citizenship because the M11 can become good productive people, and his greatest dream is to work out of the shadows, visit their families in their countries or for a driver's license because it is probably better here than in the current situation or in their countries. So Congress must approve this project under Contract below and leave the path to citizenship for AC in a referendum.
Agreement Between American Citizens (AC) and 11 million immigrants (11M), with no criminal record, to fix the delay and immigration in the U.S.:
1 - This contract is between U.S. citizens and 11 million undocumented immigrants who entered before March 31, 2010 to be executed with the intention of setting specific targets. Evidence supporting the entry date to be set by the Department of Homeland Security (DHS).
2 - M11 has to pay part of the debt as follows: each of the M11 in America will pay a fine of $ 3,000 to enter this country illegally or without authorization. This fine will go entirely to pay our debt. This is in compensation for using our services without contributing to our system.
3 - 11M obtain a specific license for four years, subject to renewal for another four years as long as there is a sponsor of this employment level at all times. The M11 may transfer to other companies authorized by the DHS if it is a job approved by the Department U.S. Labor.
4 - The M11 has to pay for the legalization process, not to exceed $ 280 per person. Process to be set by the DHS. The legalization process expires in one year from the date of this agreement.
5 - This contract expressly authorizes the positions of input levels, as classified by the U.S. Department of Labor.
6 - Each new person to obtain this work permit will pay a minimum of 20% in federal taxes collected by employers of which shall be 25% which to secure our borders, 50% to pay our debt and 25% to support our current systems.
7 - Government may issue a bonus of $ 50,000,000,000 in this agreement to secure our borders and enforce this contract. Securing our borders must be made within one year of this contract.
8 – Companies that hire any undocumented worker would be subject to a process criminal penalties of imprisonment up to one year of the violation.
9 - 11M now can travel authenticated inside and outside the country.
10 - 11M legalized now can have their driver's licenses for their state of residence.
11 - 11M legalized now must obtain a statutory social security number.
12 – The M11 has to learn English, to a 250-hour course in a recognized or approved by the Department of Education or an agency private accreditation recognized by the Department of Education. The M11 must also attend a course in American History 20 hours.
13 – 11M are not eligible for benefits provided by the government except for some emergency cases determined by the Department of Health in each state.
14 - The decision to allow the M11 to be on a path to citizenship must be made within four years as a referendum. A popular vote should be taken after evaluation of the process of legalization and effect on our debt. This referendum can also be present time to become a permanent resident and citizen, and process questions.
15 – This referendum can take place only if the national unemployment rate is below 7%, and if above 7%, the government may postpone the referendum until unemployment falls below 7%.
Some may disapprove of the idea of walking out of the shadows, without a clear path to citizenship but I know the M11 is of crucial importance in this country, and we can not leave it for another 10 years without a solution while still used as a weapon by politicians.
Some may say that these are the families, and are becoming numbers. The truth is that if the M11 were consulted, most of them may be willing to pay their taxes, provided that out of the shadows. On the other hand, the truth is that most American citizens do not accept an immediate path to citizenship until it is established that the M11 are here to contribute and be part of an evolving American cycle to sustain the American lifestyle.
Some may say this is also a farm, but the truth is that many of the M11 will be better than the current situation or in their countries, and many may want to return home as soon as you have some savings. After all, this is a better way than to allow China, Japan and other countries to take charge of our debt, and we just pay the Chinese government and / or investors over U.S. $ 50 billion a year in interest.
Obviously, there is always the argument that China is exporting products very cheap to expand the purchasing power of CA. Public debt is a bit like a family with an unlimited credit card every time takes all the time. The problem is that these families often send unlimited loans to the bankrupt and the same with governments. It is capitalism, and most of us at some point need a loan. However, the bitterness of chicken and the egg remains on how to manage debt, and is far from being resolved. So I'm offering a win-win solution between the problem of immigration and contribution to the national debt.
As for those who care about the creation of an underclass in America: we have had for over two decades, with the added disadvantage that AC are forced to pay for most of their consumption of public services.
So the balanced approach should be legalized however, without a path to citizenship now. We will show that U.S. citizens who are productive people. Most want a 11M opportunity to legalize their status to prove they are productive people. They become Americans by merit.
The countries are successful if they are productive people. Comparing the territory of the United States with other key partner countries, the U.S. has the ability to support more than one billion people easily, and the CA may be willing to give the M11 a chance to show they want to be productive, contribute to and love this country, but the record must be shown to be a good idea. Most politicians know the future of the country is getting only productive people, but are afraid of being sacked, along with their parties, at their bases (groups voting) in November. In less than two decades, more people will be retired from work. The fertility rate in America is below the required level (1.6) to keep our culture in the future. We really need good people and productive.
For these reasons, I created a 15-point framework to establish a contract with American in which most of the M11, most likely just want a chance to earn a decent living and traveling to see their families, then it will be able to get out of the shadows to obtain a driver's license and social security number so that we can count on them.
